[SOLVED] Start-up Settings menu doesn't show up after restarting

When I try to boot up from Start-up Settings from either Settings -> Recovery -> Advanced start-up -> Troubleshoot -> Advanced options -> Start-up Settings or clicking Restart from start menu while pressing shift, Start-up Settings menu doesn't appear after the computer boots up. SFCFix didn't find anything. Does anyone know what could probably the issue is?
 
It could be several things. A Windows Update issue. A BIOS issue. It could be related to your recovery partition.

Do you have a System Image backup that you could revert to?

Yeah, but it was from a year ago, unfortunately. My files are backed up properly but the programs and the many configs on my computer aren't, so it would really be a pain to start from that point...

With Start-up Settings not working, are there other things I should check to see if they're not working too?
