"SmartScreen can’t be reached right now"

There is another post about this problem from last May but it is no help.

Ever since the October update, sometimes when I click on an .exe, such as installing a program, the folder that the .exe is in freezes for over 5 minutes with the “working in background” cursor.

After 5 minutes, (I timed it), a blue window pops up and says,
"SmartScreen can’t be reached right now
Check your internet connection. Windows Defender SmartScreen is
unreachable and can’t help you decide if this app is ok to run. "
and lists the publisher and app, in the latest case,
Publisher: Adobe Systems, Incorporated
App: readerdc_en_xa_crd_install.exe

If I click on the window, “run” and “don’t run” buttons appear. If I click the “run” button, the .exe then runs as normal. My internet connection is fine.

This happens at any time of day and has happened several times over the last several weeks.

I can live with it as I rarely install anything these days, but it’s REALLY annoying.

Can you connect to Microsoft Store? or Feedback Hub?

There's also the option to turn off specific toggles in Windows Security, App and Browser Control, Reputation Based Protection.

A lot of this is recent and, for myself, I'm suddenly finding Defender a tad too aggressive in flagging things. But I'm one of those people who know before they ever consider running something whether it's from a safe source and I trust it.
 
I m facing smart screen issues too in my iPad. Actually, whenever I start streaming via twitch its screen goes black and not respond for a while and then gets restart. Although I have searched about it a lot still I'm unable to resolve it. Kindly help as I'm really frustrated by it.

On your iPad? Is there a version of Edge for iPad that incorporates Smart Screen somehow?

SmartScreen is tightly tied to Windows Defender in the PC world, and I have no idea how it could or would come into play on an iPad. Or at least not anything related to SmartScreen under Windows.

There is a SmartScreen sharing app for iPad, but it has nothing whatsoever to do with any sort of SmartScreen that would be pertinent here.
