[SOLVED] sfcfix.exe finds two corrupted files in WinSxS and can´t repair

Hello friends. :smile9:

Since only a few weeks I notice regularly returning problems with corrupted system files on both my pcs.
(I scanned for virus: Norton IS 2014 / Malwarebytes Antimalware free / BitDefender bootable Live CD - nothing found.)

What I repeatedly had to do:

sfc /scannow
(finds corrupted files it can´t repair)

dism /online /cleanup-image /checkhealth
(says "YES, repairable")
dism /online /cleanup-image /restorehealth
(says "Okay")

sfc /scannow
(finds corrupted files it CAN repair)

restart pc

sfc /scannow

(no corruptions)

Maybe next day or next week all the same again.

Tried Windows 8.1 Inplace Upgrade with original full version 64 Bit Windows 8.1 setup-cd.
Windows gets installed 100% after typing my license key. Pc restarts. Admin user account login appears. I enter password. See idle icon in motion. Message: Windows 8.1 couldn´t get installed - Win 8.1 reset to former state. Error code (0x101-0x20017). Then I´m landing back on my old desktop.

(As far as I read at Microsoft this error code points to hardware - but the only new hardware I bought the last month - twice - for both pcs - were two same USB 3.0 hubs.
Disconnected them and my system files on both pcs stayed flawless much longer than before - one week, not only one day-, but not forever. Haven´t yet deinstalled their driver - not knowing which one to chose in device manager.

I tried sfcfix.exe today with my Win8.1 setup-cd inserted in disc drive of my pc No.1 (the one with ssd + hdd) and it says "two files in WinSxS folder can´t get repaired".

Remark: The ZIP of my CBS folder was 9+ MB big.
I therefore split it in half, because you may perhaps want to see the logs inside the four *.cab-files, which likely must have got created during my last sfc/dism attempts.

Just used the advised SFCFix.zip 64 Bit with SFCFix.exe.
Seems it restored permissions for WinSxS.

A new Sfc /scannow test didn´t report any coruptions and sfcfix.exe itself reported no corruptions, too.
(Both tests ran at a much higher speed than before - this may be good signal. :smile9:)

Just have to wait for some time, to see if it worked kind of permanently. (Would be wonderful :thumbsup2:)
Corruptions always occured unforeseably before.

Will try the same procedures with my second pc, which is behaving the same way for the same short time.

Are you having any other problems besides the two files listed?

Seem to have some problems with permissions (not causing big trouble).
I tend to install new programs in admin account, but I nearly only read emails/use webbrowser in standard user account.
Being lazy, I therefore often update program updates after download from within my standard account, entering admin password.
This behaviour perhaps, may have caused some problems.

Some, not all programs (e.g. Calibre /LibreOffice /PDF-XChange Editor) complain during installation not to have got the needed permissions.

"Could not open key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Installer\Folders.
Verify that you have sufficient access to that key, or contact your support personnel."

Already downloaded "Restore Ownership" Tool, but don´t really dare to use it.
But I guess, this may be OT here?

NOT SOLVED: sfcfix.exe finds still finds corrupted files in WinSxS and can´t repair

Sorry to say, but the problem has not been solved. :huh:
sfc /scannow finds corrupted files again, which SFCFix,exe cannot repair.

SFCFix.exe today finds exactly the same files, that were told to have got fixed, yesterday.

I repeatedly used SFCFix.Zip on SFCFix.exe in order to get the above one files repaired, but it doesn´t work, although the program always maintains to have successfully taken permissions for WinSxS and done repairs.

When afterwards I check with SFCFix.exe once more, the repaired files are NOT repaired.
This is going on in a circle.

This is what I get (pic is first run with SFCFix.exe)

When finished SFCFix.exe alone first, I get SFCFix-01.txt (SFCFix.txt renamed)
After use (drag & drop) of SFCFix.ZIP on SFCFix.exe I get SFCFix-withSFCFixZIP-02.txt (SFCFix.txt renamed)
When I use SFCFix.exe once more I get SFCFix-03.txt (SFCFix.txt renamed)

When I do sfc /scannow afterwards - it finds "corrupted files that could be repaired".
I restart my pc and sfc /scannow doesn´t find any corrupted files (maybe the whole day, today).
Tomorrow I will boot up my pc and sfc /scannow will near tro 90 % find corrupted files again.
This same game happens on both my pcs.

I´m close to farmatting my system harddrives on both pcs and installing Windows 8.1 completely new.
(Much work - would take me about one week to install and set up everything anew.)

1. My CBS folder is attached to my first posting above.
2. Windows 8.1 Inplace Upgrade not possible - so I can´t ignore the two corrupted files.

This is a known issue with KB3022345 and will not cause any problems with your computer :)
From Microsoft: KB3022345 Update to enable Diagnostics Tracking Service
This update contains the following two manifests that are occasionally updated by the Diagnostic Tracking Service:
  • telemetry.ASM-WindowsDefault.json
  • utc.app.json
The two files are marked as static files in the update. When an advanced user runs the System File Checker Tool (sfc.exe), the files are unintentionally flagged as corrupted. There is no impact or corruption on a device that is running this update, and this issue will be fixed in a later service update.

Depressant to read this.
Hopefully this is responsible for Windows Inplace Upgrade with original Win 8.1 setup-cd not being possible, too.

(Forgot to mention: On my second pc Paragon Backup Free (once) hung itself up during backup, when sfc corruptions were reported- Only after sfc /scannow + dism /online (restorehealth) + once more sfc / scannow it worked.)

I hope Microsoft will fix this, if it´s responsible for these phenomenons.

Not really fixed

Seems I was satisfied too early.

SFCFix seems to have fixed my pc No.2 - no more corruptions. :smile9:
The same did´t work on my pc No.1. Always two files stayed corrupt.

Today I trimmed my SSD, dragged and dropped SFCFix.ZIP on SFCFix.exe and after pc restart I ran SFCFix.exe once more.

One of the two files DID GET repaired - the other not.


  • telemetry.ASM-WindowsDefault.json (repaired)
  • utc.app.json (NOT repaired)

what could be the problem if one file resists any repair attempts, while the other gets repaired?

CHKDSK / S.M.A.R.T / Crystal Disk Info + Intel SSD Toolbox say my SSD is okay.

What can I do?
Next month I don´t want to read "Windows 10 couldn´t get installed, your system got reset to its former state" as I had to read this week, when I attempted a Windows 8.1 Inplace upgrade, that failed.

Uninstalled and reinstalled KB3022345.

Only for info - to keep others from following my example:
(No new question for help, because I already restored my windows to its older state from 06-01-2015 with Acronis True Image Home and now will stay with this result.
The state is the one mentioned above with only 1 file .utc.app.json reported corrupted, which was part of KB3022345. I rather better trust in @zcomputerwiz :smile9: now and won´t bother about this any longer.)


No good idea. Made things worse.
Produced DISM error (dism /online /cleanup-image /restorehealth could´t find "source" any more).
SFCFixe.exe wasn´t able to run any longer. (Window opened and closed againa and again)
