SFC: Windows Resource Protection could not perform the requested operation

I have a Windows 10 machine that's not able to get through SFC. It stops at 8% and tells me "Windows Resource Protection could not perform the requested operation"

When I run SFCFix it gets through three stages and says "Due to the nature of your corruptions, scan time have been extended by approximately 15-20 minutes" and launches the DISM tool, which then gets to 5.4% and spits out error number "4448" and says "The WOF driver encountered a corruption in the compressed file's Resource Table." which then SFCFix.exe hangs and does not continue.

Can someone help me please? I have attached the CBS log and DISM log

I realize the OS install is probably hozed, I just need help getting it to be able to do an inplace reinstall.
