Knowing that the dism command (dsim /online /cleanup-image /restorehealth) works on another server with the admin session without Internet access the command "dism /online /cleanup-image /startComponentCleanup" worked perfectly

The dism /online command needs access to the internet specially if the tool needs to do repairs... the download tasks are performed by system services and not by the processes executed by the user.
