[SOLVED] SFC /scannow errors out at 28% and SFCFix doesn't find any issues

So every time I run sfc /scannow, it errors out at 28% with "Windows Resource Protection could not perform the requested operation", even after running SFCFix, which you can find a log of below.
The CBS folder is attached. Before you ask, the DISM tool was used in several ways with no apparent fixes occurring.
