SFC/scannow and Dism HealthRestore not responding on windows 10

Hi guys, about two days ago my computer started acting out (couldn't open menu/search bars, all executions been made via windows program files), I've tried many of the steps on the forum but nothing has worked yet.
Would you be so kind to assist me?
Here's what I got so far, I've attempted the sfc /scannow and got "Windows Resource Protection could not perform requested operation" (stuck at 16%)
Next I tried doing it in safe mode, via cmd and powershell, same results. Did chkdsk and HDTune with apparently no errors according to both.
Clean disk image scan health and restore health both get stuck (they go up to 60% and then suddenly backwards to 40%), even left it for 24 hs and still stuck.
I've tried resetting the PC but "Windows found and error and could not reset, no changes has been made" pops up.

Please do the following:

  • Press the Windows Key
    pdKOQKY.png
    + r on your keyboard at the same time. Type Notepad and click OK.
  • Copy the four bold lines below and paste into the Notepad document:

    sfc /scannow
    timeout /t 120 /nobreak
    copy %windir%\logs\cbs\cbs.log "%userprofile%\desktop\CBS.txt"
    del %0

  • Click Format. Ensure Wordwrap is unchecked.
  • Click File, Save As and name the file sfcscannow.bat.
  • Select All Files as the Save as type. Save the file to your Desktop.
  • Locate sfcscannow.bat
    lmRDSkT.png
    on your Desktop. Right-click the file and click
    AVOiBNU.jpg
    Run as administrator.
  • Upon completion, a file (CBS.txt) will be created on your Desktop. Attach this file in your next reply.
  • Note: If the file is too large to attach, upload to a service such as Dropbox, One Drive or SendSpace and provide a direct download link in your next reply.
