SFC problem - "Windows Resource Protection could not start the repair service"

Hi..
Kindly please help me..
I have multiple problems here..

1. SFC problem :
sfc /scannow
"Windows Resource Protection could not start the repair service"

2. Windows cannot update :
Windows update encountered an unknown error 80040154

3 System restore doesn't work :
There was an unexpected error in the property page.The Volume Shadow Copy service used by System Restore is not working

4. Cannot repair windows from CD :
Error 0x4001100200001012

5. Cannot Install MSI files:
The Windows Installer Service could not be accessed. This can occure if the Windows Installer is not correctly installed.

I have tried sfc /scannow, it doesn't work

Hotfix for windows 7, doesn't work

Windows Registry Repair : doesn't work

Fixit Tool : doesn't work

sfc /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=c:\Windows : doesn't work
sfc /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=d:\Windows : doesn't work
sfc /SCANNOW /OFFBOOTDIR=d:\ /OFFWINDIR=d:\Windows : doesn't work

I also try :
I started Windows Installer and Windows Module Installed in service.msc and change it to manual & automatic, still doesn't work
Run %windir%\system32\msiexec.exe /unregister and then Run %windir%\system32\msiexec.exe /register
Run %windir%\syswow64\msiexec.exe /unregserver and then Run %windir%\syswow64\msiexec.exe /regserver
Restart
Doesn't work

I updated and scan Anti-Virus (Kaspersky and Malwarebytes), there's no problems..
I tried to reinstall windows from the repair CD image, doesn't work (Error 0x4001100200001012 )
I also tried to reinstall using cd from Dell, doesn't work
I cannot repair from the system restore because the system restore is not active (There was an unexpected error in the property page)

I have tried all of them but the problems still persist

Gosh I am so hopeless.. :'(
This is my last hope..

Could you please tell me how to copy file COMPONENTS
Because everytime I try to copy it or send it to Compressed (zipped) folder, always failed.
"The action can't be completed because the file is open in System"

I already "take the ownership" on the file, and also change the permission to "Full", but still cannot copy the file :(

Try it this way.

Export COMPONENTS Hive

Please download RegBak (by AceLogix Software) from the link below and save it to your Desktop.
  • Right-click > Extract all... and extract the files to your Desktop
    For 32-bit (x86) editions of Windows, double-click on regbak.exe
    For 64-bit (x64) editions of Windows, double-click on regbak64.exe
    If you are unsure whether you have x86 or x64 Windows, see here
  • Without changing any options, click Next. RegBak will now backup all of your registry hives.

Now, this time, copy the COMPONENTS file to your Public Dropbox or other preferred file sharing website from the newly created backup, as this file won't be in use. It is located here: C:\Windows\RegBak\{Date}\COMPONENT

Then, please post the link to the file back here.

Hello,

When a file is open by System it is actually loaded under a windows running process called System Process. I have a feeling the hive might currently be loaded.

Please open command prompt and enter in the following: reg query "Hkey_local_machine" >1&&notepad 1

Once done a notepad file will appear, please post it in this thread.

Export CBS folder

  1. Click the Start button
    StartButton_16x16.gif
    then click Computer.
  2. Double-click on the C: drive, under the Hard Disk Drives category, and then scroll down to, and double click on the Windows folder.
  3. Find and double click on the Logs folder.
  4. Right-click on the CBS folder, and select Copy.
  5. Go back to your Desktop, right-click on it, and select Paste. You should now see a copy of the CBS folder appear on your Desktop called CBS.
  6. Right-click on this new folder, and navigate through Send to, and select Compressed (zipped) folder.
  7. A new file, also called CBS (CBS.zip), but this time with a different icon, will be created.
  8. Attach this to your next post please.

At this point I can defiantly say that the ones in red are all related.

Unfortunately the CBS log is not containing any clues. This will be a game of cat and mouse.

  1. Click on the
    Win7Orb_zps4dae3b32.jpg
    button. Inside the search box type in CMD
  2. Right click on CMD => Choose Run as Administrator
  3. Inside the Command Prompt windows copy and paste the following commands
    net start TrustedInstaller
  4. Do you get any errors here?
    net start BITS
  5. Do you get any errors here?
  6. Please now run the following commands:
    SC QUERYEX TrustedInstaller >res&& sc qc TrustedInstaller >>res && SC QUERYEX BITS >>res&& sc qc BITS >>res notepad res
    reg query "HKLM\SYSTEM\CurrentControlSet\Services\TrustedInstaller" /s > 0 & notepad 0
    reg query "HKLM\SYSTEM\CurrentControlSet\Services\BITS" /s > 1 & notepad 1
  7. Please post the contents of the three notepad files back into this thread

After I enter the last codes you gave, there's pop up 2 blank note pad and this:
"The filename, directory name, or volume label syntax is incorrect"

Am I missing something?

Oh BITS and Trusted Installer was stopped before..

When you run those commands they need to be on separate lines for example:

Run:

Then run:

reg query "HKLM\SYSTEM\CurrentControlSet\Services\TrustedInstaller" /s > 0 & notepad 0

Then run:

Please run the following commands again:
net start BITS
net start TrustedInstaller
^ if you get a message saying that it is already running that is fine, please move on.

Try and run SFC /SCANNOW again
-Does it start?
-Please provide another CBS.log file if the scan starts or doesn't start.
