sfc corrupted files: Can't install/uninstall programs, cant open some files

I can open files in open office. I can uninstall, re install programs. If I try to install a program the install hangs (progress bar stops and freezes). Then I can't close the program. I end up restarting PC message says there was a problem

I used sfc /scannow, and there are corrupted files that can not be fixed. I wanted to back up files using some software before I begin, but I can't even install the program.

3 months ago I had a problem with a driver so I used system restore. I'm trying to do a restore first right now, but it has been prepairing to restore for about 1 hour, so I'm assuming it won't finish.

the top is wrong. I can not open some files and can not unisntall and re-install programs.

update 3: DISM failed. error: 0x80240021 & chkdsk /r "cannot lock current drive". Tried chksdk on C: and did not work, and got event id:26226
next step: try to repair drive.
