sfc cannot repair utc.app.json

Little blue animated circle on desktop constantly blinks twice and then animates.

Guess that was not the problem:

Still have the the problem with the blue circles on desk top.
 
Tried the sfcfix and no problems detected..log file below.
Will start a new thread.

Problem with blue circle that shows when starting apps

Constantly blinks twice then animates for a few seconds and repeats.
While it is animating I cannot right click on "Star>>t Search' and type something into
the Search box with out it going back into windows desktop for example.
Or when I am in my e-mail program and right click on a file to designate it as 'Junk' and highlight
it to send to the Junk folder it will just go back to the e-mail list if I am not fast enough to send it to the Junk folder.

Update!
Found that ending the process "svchost.exe *32 would stop the problem. I have to do this every time I boot up. Don't know why this problem started showing up.
Any help/thoughts on this?
