SFC Cannot Repair Hash Mismatches Win7 x64 SP1

An ever increasing variety of programs are refusing to run on my system, usually throwing up an error message about some form of .dll file being unable to run on this version of Windows. System is also unable to update or even check for updates. No steps other than running SFC have been taken. Results of SFCFix below:

Hello and welcome,

Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log.

  1. Download SURT for your system. (Windows 7 SP1 x64)
  2. Once downloaded, execute the installer, and go through the installation (this process can take around 15-20 minutes).
  3. On completion, a log will be created in C:\Windows\Logs\CBS\CheckSUR.log.
  4. Attach this log in your next reply.

Do you have Avast still installed and if so, which version ?
 
I had Avast Pro version 17.5.2303; I have now uninstalled it as my subscription ran out last week.
 
I have Avast Pro version 17.5.2303; I seem unable to get rid of it... Going from the Programs and Features function in Control Panel it throws up an error and asks me if I want to remove it from the list, and then leaves it there even if I say yes.
 
Start the System Update Readiness Tool (SURT) again.
On completion, attach the logfile C:\Windows\Logs\CBS\CheckSUR.log in your next reply.
