We first noticed the errors after we tried to install Dot Net 4.7, which failed. We subsequently saw that all the available windows updates would not install successfully.
The windows update history indicates that the following updates all fail with error code: 8007371B:
Dot Net 4.7 KB3186539, KB4041693, KB4043767, KB4041085
However there are other updates such as the MSRT KB890830 and updates for Windows Server KB4033428, KB3102429, KB3172614 that have succeeded to install. We have also installed C++ and SQL server successfully. Although the SQL server service fails to start.

I have attempted to restore the server to a previous point from the backup, and the problem still persists.

We still get errors installing updates. It appears there are corrupt system files that Dism and sfc can't fix, even when providing the windows server cd.

Please start with the following.
Retrieve Components/Software Hives Note: The Software have has confidential and sensitive information in it so please send me a PM with a link to that particular hive so it's not in the public form.
Please download the Freeware RegBak from here: Acelogix Software - Download products You will find it at the bottom of the page that the link brings you to.
Go ahead and install this program and accept all the defaults. After the last install screen the program should open.
Click the New Backup button. Accept the defaults and simply click Start.
When it says Finished successfully, click the Close button.
This will bring you back to the main screen of the program. You will see one entry in this list with the date that you did it. Right-click on this line-item and select Explore Backup...
This will bring you into the folder where the backup was made. You should see a Users folder and a Windows folder along with a couple other files. Double-click on the Windows folder to open it. Then open the System32 folder and then config folder. You should see around 6 files in here, two of which are named COMPONENTS and SOFTWARE.
Copy these two files to your Desktop. If the COMPONENTS file does not exist, please fetch it instead from C:\Windows\System32\config\COMPONENTS.
Now right click on these files on your desktop and select Send to > Compressed (zipped) folder.
Then please upload the zip file(s) to your favourite file sharing website (it will be too big to upload here). Examples of services to upload to are Dropbox or One Drive or SendSpace and then just provide the link in your reply.
You can close any open windows you have as well as the RegBack program now.

Good. Now please do the following.
SFC Scan 1. Right-click on the Start button and select Command Prompt (Admin)
2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter sfc /scannow
3. Once it finishes, copy and paste the following into the command-prompt window and press Enter. copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
4. Once this has completed please go to your Desktop and you will find CBS.txt => Right-click on this file and choose Send To...Compressed (zipped folder). Please upload this zipped file CBS.zip to this thread

Good. Now please do the following.
SFC Scan 1. Right-click on the Start button and select Command Prompt (Admin)
2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter sfc /scannow
3. Once it finishes, copy and paste the following into the command-prompt window and press Enter. copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
4. Once this has completed please go to your Desktop and you will find CBS.txt => Right-click on this file and choose Send To...Compressed (zipped folder). Please upload this zipped file CBS.zip to this thread

Right-click on the Start button and select Command Prompt (Admin)
When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter Dism /Online /Cleanup-Image /RestoreHealth
Once it finishes, copy and paste the following into the command-prompt window and press Enter. If prompted to overwrite the existing file go ahead. copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
Once this has completed please go to your Desktop and you will find CBS.txt => Please zip/upload to this thread. Please Note:: if the file is too big (over 7MB) to upload to your next post, please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.

Download SFCFix.exe (by niemiro) and save this to your Desktop. If you still have this on your desktop from downloading previously, you don't need to re-download.
Download the file below, SFCFix.zip, and save this to your Desktop. Ensure that this file is named SFCFix.zip - do not rename it.
Save any open documents and close all open windows.
On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.
Drag the file SFCFix.zip onto the file SFCFix.exe and release it.
SFCFix will now process the script.
Upon completion, a file should be created on your Desktop: SFCFix.txt.
Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this file into your next post for me to analyse please

To be safe I would. After the reboot please do the following.
Step#1 - Capture Process Monitor Trace 1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Open an elevated Command Prompt and run Dism /Online /Cleanup-Image /RestoreHealth just like you have in the past.
3. Stop Process Monitor as soon as DISM fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.
4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log.
