Server 2019 - Update issues, also unable to run SFC, DISM, and Component Scanner tool

I have a Server 2019 std that is failing to run updates. SFC stops at about 37% every time I run it. DISM fails and the component scanner seems to get stuck around "Checking WinSxS catalogs against CanonicalData\Catalogs". Are there things I can try to get this working, or any specific logs you'd like?
