[SOLVED] Server 2019 - Update Failure - DISM Repair Failure

I have a server which was not patched in a while. It is unable to install the current (2024-06) cumulative update. It fails with error code 0x800f0988.

I've attempted to download the update from the Catalog, but this also fails.

"dism /online /cleanup-image /startcomponentcleanup" success almost instantly.

"sfc /scannow" completes without any verification issues.

I've managed through various trial and errors to get the machine to report to WSUS (which was broken) and repair two components. But one failed component continues to fail when attempting a DISM RestoreHealth. I've tried to point DISM to the install.wim from a freshly downloaded ISO, and also to the WinSxS directory on another fully up-to-date server. Neither succeeds.

The relevant error from CBS.log is:

Not really looking forward to a repair reinstall of Windows, and getting the application back on a new box would be very painful.
