SERVER 2019 to SERVER 2022: 0xc1900101 - 0x30018 FIRST_BOOT SYSPREP_SPECIALIZE

Hello,
i already upgraded my virtual Remote Desktop Server (on Hyper-V) from 2012 R2 to Server 2019. Upgrade from Server 2019 Standard to Server 2022 fails with this error: 0xc1900101 - 0x30018 FIRST_BOOT SYSPREP_SPECIALIZE

I attached a few logs:
