Server 2019 3rd party service fails to run. SFC fails

I have a server that a 3rd party services fails to start. the vendors trouble shooting leads them to run SFC.
We need to deal with the Windows issues before moving forward with the 3rd party.

DISM /checkhelath comes bad corrupt.
DISM /restorehelath hits 100% but fils it can not fix.

componentsScanner found no problems
SFCfix with no zip file crashes
