Server 2016 Windows update error 0x800705b4

Hi All

I keep getting this error 0x800705b4 when ever I try to run a windows update. Here are the steps I've taken already

taskkill /f /fi "SERVICES eq wuauserv" (Do this multiple times)
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
rmdir C:\Windows\SoftwareDistribution\DataStore
rmdir C:\Windows\SoftwareDistribution\Download


Net Stop bits
Net Stop wuauserv
Net Stop appidsvc
Net Stop cryptsvc
Ren %systemroot%\SoftwareDistribution SoftwareDistribution.bak
Ren %systemroot%\system32\catroot2 catroot2.bak
Net Start bits
Net Start wuauserv
Net Start appidsvc
Net Start cryptsvc

Sfc /scannow -Came back Clean No Errors
DISM /Online /Cleanup-Image /CheckHealth - Came back Clean No Errors
DISM /Online /Cleanup-Image /ScanHealth - Came Back Clean No Errors
DISM /Online /Cleanup-Image /Restorehealth - Came back Clean No Errors


Still No updates

the update history is empty even though updates have run in the past 3 months

I tried running MiniTool to retrieve updates manually but it just runs forever and never shows an update to retrieve.

Did everything again with he same results. Plus I ran the MS update repair tool. It diagnosed an error in the download database but was unable to fix it. I think this is happening because I deleted the software distribution folder, but I am not sure. Uninstalled the Antivirus

Ran Chkdsk - No errors. The only error I get is the download database.
