[SOLVED] Server 2016 KB4103720/KB4462928 0x80073701

Having issues installing KB4103720. At first, I thought it was caused by missing SSU so I installed KB4132216 using DISM and it was successful. I tried running updates again and KB4462928 was offered but updates still failed with error 0x80073701.

DISM and SFC /Scannow now are not giving any corruption errors.

since the latest SSU for September is already installed, I tried installing the latest cumulative using the MSU file but it failed. I tried extracting the cab file installing the same update via DISM and it still failed.

looking at the logs and old threads, i think I may need to remove an update causing the issue:

Failed to pin deployment while resolving Update: Package_156_for_KB4041691~31bf3856ad364e35~amd64~~10.0.1.6.4041691-258_neutral from file: (null) [HRESULT = 0x80073701 - ERROR_SXS_ASSEMBLY_MISSING]

Im setting up a test machine since I cannot test on production. let me know what you guys think (I am trying my best to read the logs )
