Server 2016 DISM errors installing KB5025228. CBS Manifest Corruption

I'm trying Dism /Online /Cleanup-Image /RestoreHealth while KB5025228 not install

after search in cbs.log i found CBS Catalog Missing Package_1651_for_KB4598243~31bf3856ad364e35~amd64~~10.0.1.9

After some search on this site, i see that the problem is known
theKB4598243 is expired (January 12, 2021—KB4598243 (OS Build 14393.4169) - EXPIRED - Microsoft Support) therefore it's not available in Microsoft update catalog.

I used FRST64 i attach the file and also CBS.log

Can you guys help me out with this problem?

Step 1. Download

SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.

• Save any work you have open, and close all programs.
• Download the attachment SFCFix.zip and save it to your desktop.
• Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

• SFCFix will launch, let it complete.
• Once done, a file will appear on your desktop, called SFCFix.txt.
• Post the logfile (SFCFix.txt) as attachment in your next reply.

Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.

DISM /online /cleanup-image /RestoreHealth
