Server 2016 DISM and SFC issues

I have a Windows Server 2016 with what looks like file corruption. It will not boot and automatic repair is not succeeding. Someone decided rewiring the power circuit it was on was a good idea!

The RAID 1 hard disk does seem to be good and the data (which is on different partition the the OS) seems to be intact.

I do have an SFC/CBS log which is about 9MB. Before I tried SFC I used DISM to try and restore corrupted files from a Windows 2016 image. It has errors related to this post:

Don't know if I can run SFCFix; I only have access to the command line in Windows PE or I can boot from the 2016 image.

Had to get the server back online. So I just rebuilt it.
