Server 2008R2 Updates fail with Code 8000FFFF

Fresh install of Windows 2008 R2, attempting to get it fully up to date. Successfully pushed through several rounds of updates, but no receiving 8000FFFF error with failure on all updates. sfc /scannow found no integrity violations. SFCFix found no corruptions. CBS log can be found here.

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try installing one update just like you have in the past.
3. Stop Process Monitor as soon as it fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log
 
I was able to successfully apply that update followed by a system restart. Unfortunately, I am still receiving error 8000FFFF when attempting to apply other updates.
 
Only one important update listed which is IE11 for Server 2008 R2. Attempting to install that fails due to not meeting the system requirements, which is listed as an optional update KB2670838 Platform update for Windows Server 2008 R2 x64-Edition. KB2670838 is what I am attempting to get installed so that I can get Internet Explorer 11 installed.
 
Yes, it currently has IE8 installed. I have tried finding the installer for IE9 or IE10 for Server 2008 R2, but it appears Microsoft no longer offers those offline installers as a download that I am able to find.

Restart Windows in Safe Mode.

Download Windows Repair (All-in-One) Portable


  • Extract the tweaking.com_windows_repair_aio.zip to c:\Windows\TEMP the zip will extract to a folder called Tweaking.com - Windows Repair
  • Execute the file Repair_Windows.exe from the Tweaking.com - Windows Repair folder, accept the Security warning and the EULA
  • Click the button Jump To Repairs
  • Click the Open Repairs button to access the following screen:

  • Click the box All Repairs to uncheck all the boxes
  • Check only the following boxes:
    • 01 - Reset Registry Permissions
    • 02 - Reset File Permissions
    • 03 - Reset Service Permissions
    • 04 - Register System Files
    • 05 - Repair WMI
    • 10 - Remove Policies Set By Infections
    • 16 - Repair Windows Updates
    • 20 - Repair MSI (Windows Installer)
    • 25 - Restore Important Windows Services
    • 26 - Set Windows Services to Default Startup

  • Check the box Restart/Shutdown System When Finished > Restart System
  • Click the Start Repairs button
