Hello and welcome!

Install Update with DISM

  1. Download this update and save to your desktop. The file name will be Windows6.1-KB3197869-x64.cab.zip.
  2. Right-click on this file and select Extract All... Click the Extract button. You can close the folder window that opens
  3. Click on the Start button and in the search box, type Command Prompt
  4. When you see Command Prompt on the list, right-click on it and select Run as administrator. Go ahead and allow if you receive the UAC prompt.
  5. Copy and paste the following command into the command prompt window and press enter.

    dism /online /add-package /packagepath:%userprofile%\desktop\Windows6.1-KB3197869-x64.cab
  6. You should receive the message:
    The operation completed successfully.
Restart Windows to complete this operation. <---You may not get this line.
Do you want to restart the computer now (Y/N)? <---You may not get this line.

Go ahead and do so if prompted. Let me know what errors if any come up. If you do get errors, please zip/attach your CBS.log

Note: If you get the message that no packages that require processing were found, use the following command instead:

dism /online /add-package /packagepath:%userprofile%\desktop\Windows6.1-KB3197869-x64.cab\Windows6.1-KB3197869-x64.cab

If successful, retry one of the updates that failed and attach CBS.log if it fails again.

thank you very much. this fix help me. but our security service cannot approve this way of repair, that i downloaded files from open forum, so i cannot apply this fix in production)))
how you determine necessary files? do you have special soft? or script?

can i do it myself? or give me please link to knowledge base, where i can read about troubleshooting and fixing by this way.

You are missing files from an update, this is a way to repair it. There is no other way for me to send it to you due to its size. But it is perfectly safe method used on thousands of machines.

As for the resources, they are private and belong to our Windows Update Academy.
