Server 2008R2, KB4462923 and KB4467107 fail with error code 8000FFFF

Hello,

Beginning with the 2018-10 Security Monthly Quality Rollup update for Server 2008R2, it fails to install. 2018-11 Security Monthly Quality Rollup is failing to install as well.

I have followed all the steps in the update posting guide, with no errors reported from SFC or SFCFix.
