Server 2008 R2 SP1 - Unable to start Trustedinstaller for Check SUR

Hi I'm working with an old 2008 server and I'm unable to run a SFC /Scannow or SUR tool. I've narrowed it down to issues with the Component Hive, which appears to be corrupt. Attaching the SFCFix Log, zipped CBS folder and the Components file for review.

I receive this error when attempting to run SFC

C:\>sfc /scannow

Windows Resource Protection could not start the repair service.

I receive this error when attempted to start the TrustedInstaller service:

C:\>net start TrustedInstaller
The Windows Modules Installer service is starting.
The Windows Modules Installer service could not be started.

A system error has occurred.

System error 1009 has occurred.

The configuration registry database is corrupt.


Any assistance is appreciated.

Unfortunately, your hive is too corrupt to be repaired. You will have to perform an In-Place Upgrade of the Server.
