Samsung 550P5C slow data loading from RAM

Hi!
I have a problem with my notebook, Samsung 550P5C, bought one year ago i5 3210M/12GB/1000GB/GF650M, Windows 8, and I'd like to ask for professional advice.



DESCRIPTION:
From the first use I thought it is a bit laggy, but that was Windows 8, after very good windows 7, so I though, it is not optimalized with laptops, so I accepted my fate.
Symptomps - many problems with loading web pages, often warnings with lack acces to memory in chrome (multiple refreshes help); slow copying from pluged drivers; long time instalations.
What is wierd in games it works quite ok, but sometimes there ale lags, like in in on-line games, sometimes like pause, and usually low FPS compared to similar laptop of my brother with Windows 7. Using vector graphics applications with many curves sometimes crashes with warning of memory acces (I was doing some projects, generally small, but for my device it was to much).
Waching movies i usually laggy every 2-5 minutes. I have checked RAM for errors and there were none for sure. I can check it again if needed.
I got used to it, because of new system, but after 8.1 patch nothing changed. I'm quite patient person and I'm not using my device to maximum so I could stand it, till now.

2 days ago, I have found new notebook for my fiance, almost the same pefrormence, with a newer GF740 and i5 3230M, Windows 8.1 and everything was smooth and super fast. I made a test, instaling the same game as she. It took 2 times longer, so after this sure evidence, I started looking for the victim (other than to many processes in background as everybody was talking to me).
The game was the sims 3 with some expansion sets. Loading the game and any data take very much time, ex. chosing clothes was like waiting online with 512kb/s for fresh data, sometimes super fast, but then again super slow. Any other way the game is working the same way as on her laptop (but not maxed quality yet - in Diablo 3 from my brother i have half his FPS on lower quality, but the game is bad optimalized and on Windows 8 - that is what I have thought til now).

Thanks to niemro in tutorial: How to Diagnose and Fix High DPC Latency Issues with WPA (Windows Vista/7/8) i could test my RAM properly, but my ADK in Win 8.1 is a bit different than in the tutorial, so I don't know what to do. Also after the diagnosis there were a warning (included below) about accuracy.
I want to know if I can fix it, or should I give it back to the shop or to Samsung on guaranty.
Unfortunatelly in the web it is hard to find any sugestions about RAM latency, usually every problem with RAM ends with exchanging it. But I don't know what is responsible and don't want to give my device for a month of diagnostics and repair ;/

Here I put screenshots from DPC Latency Checker, showing 1000-4000us latency, but it can be not optimalized for windows 8.
Next is total specification from PerformanceTest 8.0, showing every detail I know is important, if anything else is nessesary I will get it.
The last part is comparison to other devices in PerformanceTest 8.0, showing my Intel HD 4000 is quarter to what it is supose to be, and my GF650 got score of Intel HD 4000...
Generally everything is lower but my HD, only having some problems with data transfer, but with RAM problem it is obvious. I took also screenshots of specific memory test, showing how bad it is.
I can send full log from PerformanceTest 8.0. I used Sandra, but I don't know what to do with it, especially full test took about 8 hours and showed me some slow loading crap about my laptop :( So i prefered PT 8, which was much faster.

I am thinking about bad quality of RAM, Motherboard or CPU. I don't know if Windows is responsible, but I think even if, not so dramatically! It looks like hardware issue for me, but I am nowhere to informatics.

Please help me with my laptop and forgive my bad english. I will accept any suggestions (about the device, I try to use my english and polish it sometimes :) )
