[SOLVED] Return of The api-ms-win-downlevel-user32-l1-1-0.dll missing

Hello, new member here. Since earlier this week I've been reading threads about the missing api-*.dll files, but they're from quite some time ago. I just began getting this after running an "important update" for IE11 (which I don't even use, don't ask). Since that time, the only programs beginning properly are my Mozilla things. Startup repair didn't help, scannow created a log file with access denied to read (I am admin). I compared the api dll's on my main drive, Win 7 Pro, to those on my slavey drive with 7 Home Premium, and they're identical. If I boot from the Home Premium, all is good. Back to Pro, not so much. I did (try to) run SFCFix and even that won't start. 64 bit machine, which truly does have "api-ms-win-downlevel-user32-l1-1-0.dll missing" because it has api-ms-win-downlevel-user32-l1-1-1.dll. Thoughts before reinstalling, please and thanks?

System Update Readiness Tool (SURT) - Scan
Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log;
  • Download the right version of SURT for your system;
    • Your version of Windows is:
  • Once downloaded, execute the installer, and go throught the installation (this process can take around 15-20 minutes);
  • On completion, a log will be created in C:\Windows\Logs\CBS\CheckSUR.log;
  • Attach this log in your next reply;

System File Checker (SFC)
Follow the instructions below to run a SFC scan on your system and to provide the CBS log in your next reply;
  • On Windows Vista & 7, click on the Windows Start Menu, then enter cmd in the search box, right-click on the cmd icon and select

    Run as Administrator
  • On Windows 8, drag your cursor in the bottom-left corner, and right-click on the metro menu preview, then select Command Prompt (Admin);
  • On Windows 8.1, right click on the Windows logo in the bottom-left corner and select Command Prompt (Admin);
  • Enter the command below and press on Enter;
    Code:
    sfc /scannow
    Note: There's a space between "sfc" and "/scannow";
  • Once the scan is complete, enter the command below and press on Enter

  • A file called cbs.txt will have appeared on your Desktop. Upload the file on Dropbox, Google Drive or OneDrive and post the download URL for it here;
Note: Please note that the CBS.log is volatile, which means that if you don't upload it after the SFC scan is completed, it won't have the information from the scan anymore. So archive it and upload it as soon as you can.
 
It looks like a lot of files were repaired during the SFC scan. Please run it again and provide me a new CBS.log :)
 
For some reason it seems that SFC keeps on switching between replacing files from Internet Explorer 11 and Internet Explorer 8, and then replacing these same files from Internet Explorer 8 and Internet Explorer 11.

In the Control Panel, under Programs and Features, click on Turn Windows Features On or Off. In the list, uncheck Internet Explorer 11 and click on Ok. Once done, restart your computer. After the restart, do the same thing but this time, check it back, and restart your computer. Once done, run SFC again and provide me a new CBS.log please.
 
Weird. I had already unchecked IE11, but there it was at bootup, all shiny and checked anyway. So I unchecked it again, got the error below, and I restarted anyway. It was checked again. My programs list shows IE 64-bit and regular, but my uninstall is one of the programs that won't run, and if I try a new install, it tells me there's already a newer version installed (yeah, the one that started all this). I'm totally okay with reinstalling windows, but that even errored part way through the process.

Do you have your Windows installation media for this computer?
 
I do, and I've tried to reinstall and even repair. Neither succeeded before, shall I try again with screenies?
 
How did you try to do a reinstall and a repair?
 
Did the Repair Install (also called "in-place upgrade") fail, or did it go through, but didn't fix the files?
 
I'm all good now! Thanks so much for your help and patience. Since you'd mentioned the SFC having made repairs, I decided to retry the reinstall from the install disk. Success there, reinstalled the missing drivers, restored my MozBackups for email and browser, disabled IE8. I'm not even gonna start with windows updates right now, so I can enjoy the rest of the day off. :D
