ReserveManager.dll not designed to run on windows or it contains an error

I tried to update to the newest version of windows 10 but it fails to install every time.

I tried using sfc /scannow in command prompt but it says: "Windows Resource Protection could not start the repair service."

I even tried to factory reset my PC but this error pops up
