razer synapse and creative control panel sb Z died after 8.1 november updates

This one seems to be without resolve for now; my issue from ms forums:

razer synapse and creative control panel dont work or load anymore - Microsoft Community

I'll sum it up here copy/paste:

Hello, I have an elusive issue which is hard to pinpoint- up till november update all tray icons and device software loads fine; I restored my OS to that point and now I sit and wait for a resolution of the issue- without installing any updates or even windows features changes- as if I do that then on the third system restart suddenly the razer synapse utility(razer naga mouse) and creative control panel(soundblaster z) cease to load in tray or even load manually/they dont respond at all.
specs: windows 8.1 pro/ all updates up to august update 2014; razer naga mouse usb; soundblaster z pcie sound card; intel platform

What I tried: sfc/dism/ no errors- all clean; apps and store work; all drivers are up to date; eset smart security anti virus; OS refresh or reset is out of the question- too many software installed; also tried to install the latest december 2014 releases of synapse and creative suite whql- to no avail- they dont load no matter what- though install fine. all other software and drivers work just fine; no event viewer odd errors ; This happened first after I installed november 2014 update rollup (kb3000850); which is known to make problems to some systems(I dont have avast installed); restored my OS - and without the update tried to deselect some windows features- i.e. iis functions- after modules installer finished and rebooted- reboot again and synapse/sb z cpl wont load; no kb3000850 installed at all!
I literally cannot make any changes to OS and have to sit and wait till those issues resolve- before installing any further updates; as I said newer driver utilities for these devices dont help or matter;

What I didnt try is remove completely those devices; install all updates to OS; clean install the devices again; (edit: did try that; didnt matter or help)

Any ideas for this issue are welcome! thanks
