I upgraded Windows to Windows 10 Enterprise LTSC 21H2 19044.2364 (Previously LTSC 2019 1809? Not sure) and transferred it from Western Digital HDD (wdc wd10ezex) to PNY CS1030 M.2 NVMe SSD with diskgenius. After some time, I noticed random stuttering no matter if the computer is idle, web browsing, or gaming. Sometimes the issue goes away but comes back after a while. Using LatencyMon, I found it seems to be storport.sys being the issue.

OS is Windows 10 Enterprise LTSC 21H2 19044.2364
x64
Windows 10 Enterprise LTSC 2019 (Don't remember the build number)
The original OS was installed with someone's installation media.
Around 4 years
Almost a month
I think I did an in-place upgrade of the OS
Not pre-built by any manufacturer
Desktop
Gigabyte b450m gaming
Ryzen 5 2600x
2 sticks of VENGEANCE® LPX 8GB (1 x 8GB) DDR4 DRAM 3000MHz C16. I believe the motherboard only has two slots.
Geforce RTX 2070
Thermaltake Smart 500W
Driver verifier is disabled
Just normal windows security is active. No other software.
Not using proxy, vpn, ipfilters or similar software
Not using Disk Image tools.
I believe I'm not overclocked/underclocked. (At least I never tried. Not sure if it was already overclocked/underclocked when built.)

Hi!

Speccy shows 94°C for your cpu.
The max is 95°C...
Are you able to remove the dust from your PC fans and re-apply the thermal paste on your cpu, to try to lower its temperature??

You also have got BIOS F1 (first release, i.e. first bios) and your MB support webpage shows the latest is F63e (11.39MB, 2022/07/26).
If you still have stuttering (after removing dust) consider to update your bios to the latest one.

You should follow these steps:
  1. Download amd chipset drivers for AM4 CPU Socket and B450 chipset (click)
  2. Disable your connection to internet.
  3. Disable your antivirus.
  4. Install the chipset.
  5. Enable your antivirus
  6. Enable internet
  7. How to use the gigabyte quick flash BIOS utility to update your BIOS: Q-flash utility (click)
This is the procedure to update (flash) your BIOS F1 to BIOS F32 with Q-Flash (shortened a bit):

  8. Install the latest F63 BIOS. The steps are almost equal to the previous point 7:

Thank you for your help!

Before your reply, I was messing around and trying different methods. It turns out that disabling AMD SATA Controller in the device manager fixed the issue. I haven't experienced any problems so far.

Nevertheless, I updated BIOS to F32 and removed dust from PC fans (Didn't have any thermal paste around). Speccy still shows my CPU temperature is very high (Speccy Link after the procedures), but in the BIOs setup, my CPU temperature is relatively normal. I'm assuming having a few applications opened won't result in 100° C in CPU temperature and it's nothing to worry about. Right?229838E4-12EF-4EDF-9E89-63A21872E40A.jpg
