Random Latency and problem w/dolby

Hello! I seem to be having problems with latency spikes which usually happen when starting games/while playing/after loading which cause fps drop/slow downs(dota 2 to be precise but it effects other games)
This is how currently my pc is with dota 2 on the background playing+browsing Imgur gets worst as time goes (if I startup dota 2 it goes all to **** and it tells you the usual rubbish about how cpu is throttling and such but the culprits seem to be those 3 with the highest count Imgur

Also about the Dolby (I have plantronics 780) when I enable dolby I get this Imgur with the initial spike of starting the dolby and this is without dolby Imgur (I have uninstalled the programme that came with the headset and im using another pair of headphones with realtek hd audio *plantronics 780 did work without dolby though*

Mobo bios are latest

and I have no idea why its linking to imgur xD must of pressed something by mistake
