[SOLVED] Problems with Windows 10 & SFC / DISM

I'm having problems with windows 10 where the user account information does not show up. . . just dots continuously scrolling across the top of the screen. I did a bit of research and everything I find says to run SFC /scannow and if that doesn't work to use DISM. When both of those fail for me. . . SFC finds errors and cannot fix them and DISM always responds with "cannot find source files". I've even tried mounting an ISO and specifying the source location to no avail.

I also downloaded and ran SFCFix.exe and interestingly it did not find any problems. Log file here: View attachment SFCFix.txt

Please help!!! This is driving me nuts and I'm just not sure what to do next. . . .

It looks like this is the only corrupt file detected, which shouldn't cause this problem. Let's fix it.
