Problem with windows update despite many attempts to fix it myself.

I have been stuck on Windows version 1809 and OS build 17763.107 for a few months now.I am able to install updates, but when I restart as per requested, it would lead to the update being removed as Windows files were stated to be unconfigurable. I suspected some form of system corruption. Finally got about trying to fix it when Chrome was met with the "Side-by-side configuration" error, along with numerous other system bugs. Thus, I tried everything I could find on the internet including ,but not limited to, SFCFix and mounting an external window.iso to repair the windows image through DISM. Nothing seems to work as I keep on receiving the dreaded 0x800f081f error on DISM. I need all the help I can get.
