Problem with network speed and overall performance win server2012r2

Hello. Try to get help from you. I have dell power edge r720, with two Xeon E5-2630v2 and 32 RAM and some ssd/hdd raid. OS Windows Server 2012 R2 Standard. The problem is that the network adapter is very slow. In the global network speed test I have 15-30Mbps. Local speed have same problems. Large data packets are installed from the server, which greatly slows down the process. I tried to put a clean system on the same hardware and there was no such problem. But there is software that I cannot reinstall at the moment, so I want to fix the system, and not reinstall it.
tried DISM.exe /Online /Cleanup-image /Restorehealth

Maybe someone can point me in the right direction...

I had this same problem on a similar setup here at work. After about 9 years we upgraded the server completely from the ground up and I was able to move to Server 2019 which fixed the problem.
All of my 15+ plus Windows 8-10 PC's and thin clients got great bandwidth internet and internal net but the Server was about half.
