Pretty big .dll outage and not sure how to resolve.

Hey there, I have several .dll that are missing to allow my anti-virus and primary components of use to be able to run. Here are a few of them below:

api-ms-win-downlevel-advapi32-l1-1-0.dll
api-ms-win-downlevel-ole32-l1-1-0.dll
WININET.dll
winsetup.dll

There are other less critical ones, but without these I am without anti-virus and unable to reformat a lot of things. I have already done sfc /scannow in command prompt, first time fixing something but now says there are corrupt files but unable to fix some of them. Any help would be greatly appreciated, as my computer is most pointless and on a short life without anti-virus. Also call me Ben or Benjamin if you wish, my username is mostly just a gaming name. =)
 
I should also add:

api-ms-win-downlevel-user32-l1-1-0.dll

I attempted to run SFCFix.exe but could not execute due to that missing .dll. At this point should I back up everything on an external and reinstall Windows?

Hey there, I looked up the rest of the steps and will provide as much information as I can. The problem initially started after a power outage and my PC is connected to a working surge protector, so I've no idea how this started unless it was a virus. My OS is Windows 7.

Below I have a google drive link to my logs including a recent scan from today as a zip. Thank you for any help or suggestions.

There are some files being linked to IE8 and some to IE11. Let's see if we can revert back an earlier version and then reinstall IE11.

Please be sure to install an alternative browser such as Google Chrome (Chrome) or Mozilla Firefox (Download Firefox — Free Web Browser — Mozilla) etc. if you do not already have one installed before continuing.

Open the Control Panel, then choose Programs and Features. (If in category view, choose Programs, then Programs and Features).
Choose the blue link 'View Installed Updates' in the left side panel.
Wait for the list of installed updates to populate. Once the list stops changing, scroll through the list until you find Internet Explorer 11.
Click on Internet Explorer 11, then choose Uninstall.
Choose Yes, then when the uninstall is complete restart your computer.

If the uninstall fails, please zip and upload CBS.log as before.

It would seem the uninstall failed, so I have the other CBS log here: CBS.zip - Google Drive

Should I have ran another scan or restarted before sending?
 
Please free up some space on the SSD. The lack of space is causing the error.

Is 42.6 GB not enough? Still getting an error, doing what I can but there is very little options short of going through my program files (6.5 GB) and users (22.1 GB) folders. There's a Windows.old folder (89.2 GB) associated as well.

Also the 42.6 went down to 42.3 after the failed uninstall. Really strange, I guess that's just the log updating.

When you run the update, what is your memory (RAM) usage?

Please also do the following:

ChkDsk Repair
1. Click your Start Orb in the lower left of your computer and type cmd in the search box.
2. Once the cmd program is found, right-click on it with your mouse and select Run as administrator as shown below.
3. Answer Yes when asked to allow.
4. You should now have a black window open that you can type in to.
5. Please type chkdsk /R and then press enter. Note: There is a space after the command chkdsk and before the forward slash
6. You will get a prompt telling you chkdsk cannot run because the volume is in use. Answer Y and hit enter to schedule the run at next boot.
7. Reboot your computer and chkdsk will run. Let it complete please.
8. Download ListChkdskResult.exe by SleepyDude and save it on your desktop. If it's already downloaded to your desktop, just skip this step.
9. Right-click this file and select Run as administrator (Allow if prompted)and a text file will open (and also be saved on the desktop as ListChkdskResult.txt).
Please copy the contents of this file and paste into your next post.

When you say run the update, do you mean attempt the uninstall of the IE11 update or do I need to actually try to 'run' anything?

I do have the text file from the Chkdsk but I might mention it gave me a launching error from the missing ole32 and advapi32 .dll, so it might not have done something correctly because my computer did not restart after:

Please run System Update Readiness Tool and attach CheckSUR.log after it completes.

I couldn't find it. I tried searching under programs/files and control panel and even googled it bringing me to an update, but still couldn't find it after ensuring I had the update.

This is where I went to find it. Tried both saving and simply opening: Download System Update Readiness Tool for Windows 7 for x64-based Systems (KB947821) [October 2014] from Official Microsoft Download Center
 
Yes, download that file and leave it running for a while.

I appear to not be able to find a System Update Readiness Tool anywhere still, nor an update KB947821 in my update list despite running the installation several times. I've been looking through other things related to system but unable to find anything so far.
