PPPoE failure with error 651 -Win 7

thanks for all the threads that have got me to here.
However I have had no luck with a solution.

In a nut shell I lost internet connection last Thursday lunchtime - when I returned to my machine I had no internet. Checking I got the err 651 message. Checking windows updates I found that there had been an update, not windows, whilst I was away. I found that if I went back to a restore point I got the connection back. Since then I have spent hours of trial and error, and following threads to resolve the issue because after a few hours I lose the connection again. I am having to do my research and comms like this on my net book that uses the wireless broadband connection with no issues. Also my windows phone connects fine, so I know the issue is with my desktop its WAN Miniport PPPOE not allowing a connection

Firstly I am a complete novice
What have I done so far:
Kept rolling back to restore points
tried to create a new PPPoE - No luck
tried to copy in a new raspppoe.sys file (would not let me without the trusted installer and I did not know how to do this.
replaced the raspppoe.sys file from my system backup using the backup and restore software said it was successful but still could not get a connection
Followed the 'Go The Power Thread' to do the sfc scannow instructions, and did the SURT windows update hotfix
Attaching the files as requested- hope they are readable as I have to copy from desktop to memory stick and then to netbook, as wireless does not work either so cannot just send over network.

Where did the "error 651" appear and from what app (if you know)? I'm not familiar with "error 651" at all and it could literally be from anything.

What was the non-Windows Update update that came in?

Could it be tied to the "no Internet" issue? If so, how/why?

Why would you go after the raspppoe.sys file and try to replace it? It is a Microsoft Windows OS related driver which can only be patched via Windows Updates or a Microsoft authorized hotfix.

Did someone suggest that raspppoe.sys was the culprit?

The error 651 warning came when I tried to connect to the internet on my desk top. It was shortly after I had had some windows updates through. I decide to go to a restore point. this gave me the internet back. Unfortunately a few hours later I got the same message. I used a further restore point and got the internet back again. This time I did some searching to find out about error 651. That is when I came across numerous pieces of information about the error. I also found other similar treads from other sources.
One of your members had responded to a previous enquiry and apparently had a solution hence my start of thread. His solution suggested the identical problem to mine except the bit that could not be repaired 'utc.app.json' as shown in my attached file (in two places) had different numbers but the rest was the same. As instructed I did not use the solution but started my own thread asking for assistance.
Your member ' Go the Power' was the person who put forward a solution but in the last part of his response thread said that he would not be able to respond any more during June as he had a deadline on something else.

I shall have a look and see if I can find that thread again and let you have the link. However you may be better at finding it that me as you are more familiar with the system.

PS - Sorry forgot to mention - I eventually ran out of restore points that I could use, and now have to work from my netbook which unfortunately is not very satisfactory.

back again
I have investigated the two updates suggested in the other thread. KB3022345, and KB 3068708.
Interestingly the latter was dated the same day as my problems seem to have started - was this a co-incidence or part of the problem?
The sfc thread (Answer from Member Brian Drab) suggested that they could be deleted or left and indicated that it would not be an issue and that MS would issue a correction. As the date was so close I decided to delete.

Sadly this did not resolve the Error 651 problem so I am still seeking for a solution.
The one thing that I have not been able to do is update drivers for the (local area network adapter) WAN Miniport PPPoE - cannot seem to find anywhere of getting hold of them from Microsoft that is apparently the author.

Is there any help out there or direction that I can be pointed in?

Thanks but I have finally managed to solve the issue by a gradual process of elimination.
It would seem that whilst I was getting a specific error message that was because the system thought that that was the error whereas in actual fact it was another failure that made the system think that that was the error. As I said a gradual process of deduction and elimination.
