Please help solve my update from 1607 ver 14393.2214 to current. Four MS Tech cant

Been dealing with this issue for quite sometime and finally decided to try and do something about it. Basically every since creators update was announced and distributed, my system failed to properly accept it. I have tried updating using the meadia creation tools as well as directly using windows update. The result is the same. I am greeted with a log-in screen. Once I log-in my screen is black with only the mouse cursor. I can hit ctrl-alt-del to get to a popup and then I am able to restart the machine. I cannot access task manager or windows in any safe mode that will work. Ultimately I am forced to restore my previous operating system and wait until microsoft hijacks my machine again. I do have multiple montiors set up and have tried the update with only the defaul motherboard display as well as with all my monitors connected. It does not matter the result is the same. I have scoured the internet for clues and have tried avery option short of a fresh install which I would like to avoid.

SFC /scannow reports that there are no integrity violations. DISM does report that it is repairable, but I get the dreaded 0x800f081f error and despite mounting the same 14393 ver 1607 and pointing the source to it, the DISM restorehealth fails.

I have run the SFCfix tool and the resulting log file reports no corruptions
