Hi. . .

Please try to reinstall Outlook and/or Office. Upon doing so, there should be an option for "repair"

How frequently does the issue occur?

A few users have reported this issue with a corrupted Windows 7 user profile - the best way to check for this is to create a new user profile, and verify if the same error persists in the new environment. Could you try this first?
How to create a new user account in Windows 7 and Windows Vista - BleepingComputer

If this resolves the error, we can either try and repair the original user profile, or migrate data into a new user profile to use.
