Hi, so i have some problems with (what i think) windows and nvidia drivers.
Each time i exit any program, GPU graph in task manager sky rocket(usually 3D and one of Copy) for like 1s then it goes back to normal. Whole PC seems laggy and just odd to use.
NVIDIA Inspector shows that durning that spike gpu is in P0. Process Explorer just shows 100% GPU to that particular process, let it be consent.exe or firefox.exe .

Already tried:
- reinstalling OS multiple times (didnt helped, let it be 1709, 1803 or newest one)
- clearing CMOS (multiple times, always after M-FLASH)
- DDU and reinstall drivers (same, with or with out "Clean install" option)
- Memtest (gave no errors, 8 passes)
- FurMark and TimeSpy (PC was stable durning both)
- updating UEFI, going back to out-of-box version (nothing changed)
- re-applyig thermal paste on CPU (no bent pins)
- checking for viruses with Malwarebytes and Eset Online Scanner (both came up clean)

For the record, this very build worked flawlessly for more than year (built it in 10.2017), that 'lagginess' dont happen when i disable GPU in device manager, when i go into any game that change my resolution, colors look the same like if there were no drivers installed. SFCFix crash right after start, sfc /scannow shows errors, CBS in attachment, thanks for any help in advance!

With FurMark, both benchmark and burn-in test (20mins and no artefacts, temps were fine too, around 76 C), 3DMark's Time Spy and Unigine's Superposition gave comparable scores.
I have never OC'ed GPU, tho just to be sure i resetted all settings to default in MSI Afterburner.
I had tried installing older version of nvidias drivers that i am sure it worked fine before, nothing changed. Uninstalled them with DDU in safe mode, now i have 417.58 which are newest available drivers, still same "funny" business (100% Usage when closing apps and somehow worse in-game and OS performance).
I tried putting graphic card in 2nd PCIe, nothing changed. Tried with 1 memory stick, nothing changed. Tried without 2nd disk, nothing changed.
