New user account issues, failed sfc scan

Using my moms laptop while mine is being fixed.

I tried making a new user under "ctrl panel and user accounts," but when I went to the new account, I saw many issues. After it created my desktop, I noticed that I was missing several features. I could not move anything to the task bar, when I right click and click on new, all options were missing, I could not open up google chrome. I was getting a message that said something along the lines of..... could not open due to internet security issues and this showed up for several other apps as well.

I deleted the new account and re-made a new account but got similar issues (this time, internet security issues did not occur and I could open up apps). I assumed maybe registries were missing so I googled "how to restore registry" and found something about a sfc scan which I tried but at the end of the scan, it said it could not fix some. How can I go about fixing this issue?

edit - I guess I should also mention that this issue does not occur on the already made user accounts. This only happens when I make a new one.
