New PC. No monitor and USB signal.

Hey!

I've just built new PC with those parts:

MSI B150M PRO-VDH
Intel Core i5-7400 3.0 GHz 1151 BOX
Kingston DDR4 2x4GB 2133MHz CL13 HyperX Savage XMP 1.2V
SilentiumPC Vero L1 500W 80Plus

When I press power, all fans start to spin;
The CPU led lights red for split second,
then DDR led lights up for like 3 seconds, then all leds go off, and theres no signal on monitor and no power on mouse and keyboard.

I tested on 2 different PSU - no change;
Tested all DDR slots - same.

What could cause this?

Sounds similar to an issue I had with a Gigabyte board (BIOS update notes later indicated it was a BIOS related issue for that board): CPU/PSU Fan Spin For a Second and Stop on New Build

I would pull everything out of the case and assemble the computer on an unfinished, wood cutting board, or plain brown cardboard. Then make sure you did not insert an extra standoff in the case (a common mistake). Note that cases are designed to support 1000s of different motherboards so there typically more more standoff mounting holes in the case than there are mounting holes in the motherboard.
