net framework app wont reinstall

Having an issue with missing cscompui.dll for an application after system crash. Application installer just gives the same error as the app. Net Framework refuse to reinstall/repair.

Chkdsk removed orphaned files after a hard boot.

Attached SFCFix log file and CBS Folder zipped.

Any help appreciated as I really dont want to fresh install

Windows 7 Pro x86 SP1
