Need help if possible-start menu doesnt work scannow doesnt fix the issue

Hi i have a problem with my pc, the start menu deosnt work i cant acces any of the windows defender or related utilities, store doesnt work, tried running sfc / scannow and dism

If you've already done the SFC and DISM combination (Step #1 in my numbered list) then I'd suggest doing a Repair Install. If that doesn't fix it for your existing account, then try @jcgriff2's suggestion. If that doesn't do it then it's time for backing up your date, inventorying the programs you use, and doing a clean reinstall.

I did try to make a new account, no use still the same thing, id like to avoid a clean install because of the number of programs i use but it seems ill have to do it, funny thing is when i boot u safe mode i have no icon descriptions and no text in most of the programs i open i was kinda hoping that somebody would post something like a personalized fix after going thru the log. Thank you all for your help

Did you do a Repair Install? You should try that before ever considering the "thermonuclear option" of a completely clean reinstall.
