Multiple windows issues

So I was googling around to fix an issue I have been having and someone else had a somewhat similar issue with lots of help here hopefully I can get the same!

The problem:
So I am running Windows 10, Windows updates wont work, the search bar in the start menu wont work, taskbar is not showing any open programs or any of my pinned programs on the quick launch, system tray is missing a bunch of running programs, and more.

What I have done:
Ran sfc /scannow and I continuously get "windows resource protection could not perform the requested operation" even when I run it from my Win 10 bootable USB.
Ran chkdsk /f /r /x all either independently or together and I finally got it to run from the bootable USB but got some error about the log file cod 50 I think, can't remember right now.
Ran DISM and finally got a response once I disabled windows firewall but spit out "wof driver encountered a corruption in the compressed fies resource table"
Ran SFCFix I have seen all over these forums but it crashed. SFCFix.txt mentions an "unhandled exception" as unable to do anything.
Also when I ran a chkdsk earlier it spit out this file SrtTrail.txt and it references Boot critical file e:\boot\resources\custom\bootres.dll is corrupt. But I cannot find the boot folder to get to it... plus it seems like the drive letters change when I boot from my Win10 USB...

Some small disclaimers, I recently installed a new GPU but it was running fine after all the driver updates, then I immediately plugged in a SSD I also bought at the same time, when I went to boot I got a BSOD stating something about memory, rebooted and it booted fine but that is when the problems started. I was still able to use the computer but at the degraded state. Also accidentally ran a symantec instal file, immediately ended the process and deleted the partially downloaded files. Not sure if any of these things had anything to do with it but figured I would let you know. Thanks!

Any advice would be greatly appreciated!
 
Minor update, deleted the files in C:\Windows\SoftwareDistribution\Download then checked for updates and it says everything is up to date but doesn’t try and download the windows defender update it was hung on last time. Taskbar and the rest still don’t work :(

Let's start with some hardware tests:

Follow the instructions below to test your hard drive health with GSmartControl:

  • Download GSmartControl and save it on your Desktop;
  • Extract the content of the GSmartControl .zip archive and execute gsmartcontrol.exe; To extract you can right-click your mouse on the GSmartControl.zip file and select Extract.
  • Identify your drive in the list, and double-click on it to bring up it's window (usually you'll find your drive by it's size or it's brand name);
  • Go in the Perform Tests tab, then select Extended Self-test in the Test type drop-down list and click on Execute (this test can take a few hours to complete);
  • Once the test is over, the results will be displayed at the bottom of the window. Please copy and paste these results in your next reply;
  • Also, go in the Attributes tab and if you have any entries highlighted in red or pink, copy and paste their name in your next reply (or take a screenshot of the GSmartControl window and attach it in your next reply);

Went to the Self-Tests tab since I couldn't find the Perform Tests tab, hope its the same thing.

I also have a second drive without an OS, should I run it there too or just on the drive with the OS? Thanks!

Ok just ran Memtest86 (not the + version according to the page recommendation, I can do the + as well if you like) and it just completed the first Pass with zero errors. I believe the page recommended 8 passes so I will update as soon as that is complete, seems to take about 30min a pass so maybe another 3 and a half hours?
 
So I did some research on how the BIOS version of Memtest86 works and each subsequent pass runs more iterations of each test than the last. At the current rate it seems to take twice as long to run each pass than the last, so first took 30 min, second took 1 hr, and third took 2 hrs, at this rate to do 8 passes it's going to take almost 256 hrs... thats almost 11 days lol. I will let it run all night and maybe the rest of tomorrow as well until you reply with the next step for the sake of thoroughness but I do not believe I will get more than 5 passes by then.

I am not sure if the UEFI version does the same but if not it might be beneficial to update the instructions on the link you sent me for BIOS users running V4.3.7. Since it's taking twice as long to run I am guessing its running twice as many iterations on each pass as the last??? (Developer just said it ran more than the last didn't specify by how much) I would say 3 passes would equate to 7 passes of the updated version (again running on the speculation that the UEFI version doesn't do that and that each subsequent pass is increased by a factor of two) which should be close enough to the 8 passes requested. I speculate that the UEFI version does not do that because I do not believe you would ask us to run Memtest86 for 11 days (and this is with me only having 6BG of RAM and most people are running upwards of 16-32GB now days so I speculate would take even longer, granted its also faster RAM than mine so that might balance out...) Just my thoughts on this, I could be horrifically off target with my speculations and assumptions, lol.
 
Please disregard post above. Too many assumptions with too little info. As of this morning it completed 9 passes with zero errors. I guess it picked up the pace overnight it stopped increasing iterations after a point. Got a little overzealous there >.< sorry lol

DISM /RestoreHealth Scan

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Right-click on the Start
    w8start.png
    button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter

    Dism /Online /Cleanup-Image /RestoreHealth

    Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log %userprofile%\Desktop\cbs.txt

  3. This will create a file, cbs.txt on your Desktop. Please zip and attach this to your next post.

If the zip file is larger than 8MB, please use a file sharing service such as OneDrive, DropBox, SendSpace, etc. and include the link with your reply.

Ok just stopped the Memtest at 26 successful passes with zero errors lol.

So I do not have Command Prompt as an option when right clicking the start menu, I do have windows PowerShell, I can run Command prompt with admin access from the task manager though if thats ok with you.
