Multiple Issues with Win10

I've got a few issues cropping up in the past few days that have brought my laptop down to bear-bones usability in Windows.

The major ones are as follows:
- Windows applications do not load; start menu does not open, Cortana does not open, cannot access Windows Defender, can't access Settings, etc.
- I cannot drag and drop files in any situation, and my browser is not allowing me to drag and drop either, but I can still drag windows around + select items on the desktop by dragging. I've tried different mouses just to be sure and get the same result every time.
- I cannot boot into advanced startup options.

I've attempted using DISM - it returns "the name of an attribute in an identity is not within the legal range". SFC /scannow returns "Windows Resource Protection found corrupt files but was unable to fix some of them."

I suspect a registry issue but I'm not sure how to go about resolving it.

Laptop is an Acer Aspire 3 (A315-21-4808) running 64bit Win10, I'm not certain of the version but it's not up to date because I'm hesitant about introducing a whole host of other issues upon updating.
If I should provide anything else, let me know.

Find a flash drive that you can format (> or = 8 GB).

On a working computer create a bootable Windows 10 iso:

Download Windows 10
Download Windows 10 ISO File
Create Bootable USB Flash Drive to Install Windows 10

1) boot to the Windows 10 iso
List of PC brands with their corresponding hot-keys

2) it may take 5 minutes displaying the windows icon
3) Use the default settings for language, time, currency, and keyboard
4) click next
5) In the left lower corner click Repair your computer
6) click troubleshooting
7) click system restore

If there are no system restore points that predate the computer problems or if system restore fails then advance to the next step.

Perform a custom install (this should save files and requires the re-installation of drivers and applications):

I don't have a functional restore point and the custom install failed (see image).
What should I try next?

As i know we can get a lot of tutorials about Windows 10 installation,download Windows iso file and burn iso to a disk for making a bootable disk.
