mshtml corrupted

Been banging my head against this all day for my brother-in-law. I hope someone can help!

IE 11 attempts to d/l webpages rather than displaying them; Internet Options won't open; and any program that requires mshtml.dll to render shows up blank.
KB3212646 won't install (0x80073712)
