[SOLVED] Missing WinSxS folder prevents SFC and DISM /RestoreHealth to complete successfully

Hi,

I'm having a very difficult problem to fix.
SFC and DISM /RestoreHealth complete with errors because the following file and folder are missing:
C:\Windows\WinSxS\amd64_wcf-system.servicemodel_b03f5f7f11d50a3a_10.0.14393.479_none_a25bfedb84911019\System.ServiceModel.dll

Also, there is an empty file (0 byte) that is listed in File Explorer, but is shown as "File not found" when I try to operate on it (e.g. takeown, icals, copy, etc.)
C:\Windows\WinSxS\amd64_microsoft.vc90.mfc_1fc8b3b9a1e18e3b_9.0.21022.8_none_706fccb39ad7e580\mfc90.dll
This file is part of "Microsoft Visual C++ 2008 Redistributable - x64 9.0.21022".
Uninstall and reinstall the package didn't fix the problem.

So, what can I do to fix these two problems, beside refreshing Windows 10 and reinstalling all apps?

I ran SFC.exe but didn't find any corruption:

I finally decided to try the Windows 10 reinstall keeping apps and files (option by default when reinstalling from a USB key within Windows 10).
I was a bit worried at first but it worked very well, except for a few older programs that didn't get reinstalled.
The WinSxS folder is brand new. SFC and DISM /RestoreHealth complete successfully.

So everything is back to normal.
