Missing registry

When I try to install kb5003638 I get a failure.

In the log the following error:

MissingWinningComponentKey on resource 'amd64_microsoft-windows-d..nese-eacommonapijpn_31bf3856ad364e35_10.0.14393.4169_none_07b5c1a62ab3506c'[gle=0x80004005]

I tried sfc and dism, but the issue remains.

How can I resolve this issue?
