Missing major Windows 10 Components (Start Menu, Cortana, Microsoft Store App, etc)

I recently purchased this HP Notebook 15 which still had the balance of Factory warranty. I purchased an additional 2 year warranty for peacew of mind. The only issue was, I didn't get HP's recovery CD's and the previous owner deleted the Recovery Partition so instead of buying the Recovery software from HP I decided to upgrade from Windows 8.1 to Windows 10. My first issues with Windows 10 began shortly after the upgrade completed. I logged into HP and one by one I downloaded and installed every Driver and software add-on specific to my notebook. All seemed to go well except the Intel drivers wouldn't all update. I kept getting error messages advising me the drivers do not support my platform. I tried running the Intel find my drivers tool but it failed tyo recognize my hardware. This issue only became worse as none of my drivers would update and soon neither did Windows 10. I ran chkdsk and sfc \scannow which returned no errors so I scanned my notebook with Avast & Malwarebytes which also came back clean. I took it one step further and ran rkill.exe from Bleeping Computers and that scan reported the following: Checking Windows Service Integrity:

Thern a few weeks after installing Windows 10 I stopped getting the Windoews Sign-on Screen with the Log-in prompt on initial start-up or after a restart. I decided to cut my losses and did a Refresh of my operating system with the Windows 10 recovery USB I created which reinstalled windows 10 without affecting my files. Although it repaired some issues, it didn't repair all. I still can't update some Intel hardware, I still get the same error running rkill and I acquired new issues yet to be resolved. I can't access my start menu, Cortana, Microsoft Store App, Taskbar search and I now recently discovered I cannot update default apps in settings nor can I create new User Accounts. Noner of the fixes I found online have worked and I get an error when I try to repair the Windows Stop App using Windows built in troubleshooter. Perhaps you can help.

· Age of system (hardware) Just over one year old.
· Age of OS installation - have you re-installed the OS? Upgraded to Windows 10 2 months ago. Re-installed Windows 10 a month ago.

No dumps in the Zip's found.

Because of missing modules, a unknown system and the history it even might be the previous owner
played with linux and that bootloader wasn't completely wiped, win doesn't like that.

Setting up a system on an absolutely clean disk and see whats happening.
