MICROSOFT UPDATES FAILED / SIDE-BY-SIDE CONFIGUREATION IS INCORRECT! *HELP*

:huh: Okay so my computer started not letting me open up just about any applications. For example I cannot open steam / Skype / Speccy / But I can open Internet Explore / paint / and some others. When I try opening up a APPLICATION (STEAM) it won't work and it gives me this error.
( C:\Programe Files (x86)\Steam\Steam.exe ->
The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail. )

I first tried setting back my computer, fixed it for a couple or hours and then went back. Then every reset after that, the problem never went away. I tried reinstalling windows 7 from my USB and it may have briefly worked, but once I did all the updates for windows it happened again. Some of the windows updates would failed. Such as ->

Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package (KB2538243)

Microsoft .NET Framework 4.5.2 for Windows 7 x64-based Systems (KB2901983)

Further research made me believe that these updates were causing the problem and I was missing a file, I tried downloading some of them from the internet windows site but they where unable to install or download due to a problem.

I have tried to do sfc \clean and \regclean.

I could use any help at this time and I would be very appreciate.
 
Hi and welcome to Sysnative. Sorry for the delay. If you are still in need of assistance, please do the following. I'm going to have you re-run the System Update Readiness Tool and provide a log.

Step#1 - System Update Readiness Tool (SUR)
1. Download and run the following file.
2. When it asks you if you wish to install, please answer yes. Note: It could take 15 minutes or more to run. Please don't cancel.
3. You will get an Installation Complete screen when it's done running.
4. Please attach the log from the following location. C:\Windows\Logs\CBS\CheckSUR.log
Please Note:: if the file is too big to upload to your next post please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.
