Microsoft SQL Server 2008 R2 Service Pack 1 (KB2528583) but no products affected

I have a persistent update that is showing up on a client computer -
Microsoft SQL Server 2008 R2 Service Pack 1 (KB2528583)

The update fails. Manually attempting to install the update allows me to get to the point where it searches for affected products and then stops with "No products affected" and the only option is to close.

Thank you for any help you can provide.

I apologize. These files are for the other thread I started for a different machine. Disregard this. I will get these files as soon as I can connect to the other computer.

I won't be able to connect to this machine until Monday at the earliest. I have run SURT and I have confirmation that it completed. Also SFCFix. I will attach logs as soon as I can get connected to collect them.

As for whether SQL Server 2008 is actually installed, I don't believe so. I will need to verify that when I log in.
 
Please find attached the CBS.zip and SFCFix.txt. I have also included a screenshot of the installed components of SQL Server 2008 R2 as a screenshot.

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service and just provide the link here.
 
Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try installing the update just like you have in the past.
3. Stop Process Monitor as soon as it fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log
 
It isn't likely that I'll be able to remove it as the client thinks it was part of another software installation of OLEIS. It is installed on an old toughpad with Windows 7 - 32 bit. We are going to have him take it out of his vehicle and leave it at the Sheriff's Department so that we can attempt the update while it's right in front of us rather than over a mifi connection. I will update this thread as to our results either successful or unsuccessful.
